Okay, so this is a bad idea. A truck, if needed, can go off-road or on unpaved roads. You don't have to worry about different gauges, etc. You can just send it anywhere on the continent. Very versatile.
As much as train = good, there are serious engineering problems with this.
In large disasters (Lac Magantic, Texas City, etc), fire departments from nearby areas will often send help. No town is prepared for the entire town catching fire, but that does happen sometimes. That's why mobility is important.
I'm hesitant to support this because if you have a burning building and a fire trolley, then you're only one person on the tracks away from an extremely cliche and overdone ethical dilemma, and nobody wants that.
I will accept nothing less than fire trains
